1st visit of external experts

Visits of the InnovaBalt project external evaluation team

  The European Commission has nominated External experts for the project evaluation:

  • Professor Roland Pochet, PhD, Chair of the External Evaluation Team, is ex chair of COST Biomedicine Domain, ex-scientific manager of another RegPot project Glowbrain, from the University of Zagreb (Croatia), and past chair of the RegPot project IMBRAIN (Spain) evaluation team,
  • Hans Koeppen, Master in Economics, is independent financial advisor and investment banker, with strong focus on innovation and technology transfer,
  • Maria M. M. Santos has PhD in Chemistry (Organic Synthesis); her research focus is medicinal chemistry.

The first visit of External experts took place in Latvia, November 7-10, 2016.

            Experts visited the Latvian Institute of Organic Synthesis (LIOS) to assess the capacity of LIOS, including human resources, equipment, organisational and management structures, technology transfer possibilities and management of IPR, collaboration with other research institutions and partnerships with stakeholders. During their mission experts visited also the Ministry of Education and Science of the Republic of Latvia, the Latvian Academy of Sciences and the Joint Stock Company Grindeks to gain comprehensive insight about the policy of science and innovation ecosystem of Latvia. The mission of External experts is to elaborate the recommendation for the LIOS to assure its sustainability in line with innovation strategies and market trends. The next visit to LIOS is planned for December 12-15, 2016.

2nd visit of external experts

The 2nd visit of external experts took place in December, 12-15, 2016.

Together with InnovaBalt project management group experts discussed the preliminary evaluation report of LIOS. Experts met with Mrs. Inga Jekabsone, Deputy Director of Department of Higher Education, Science and Innovation, Ministry of Education and Sciences of Latvia, Mr.  Gatis Silovs, Deputy Director of Innovation Department, Ministry of Economics, Mrs. Raina Dureja, Executive Director of Association of Latvian Chemical and Pharmaceutical Industry. Participants of meeting shared opinions about the LIOS current position in scientific ecosystem and further possibilities for the most successful exploitation of LIOS capacities in European Research Area. Mrs. I.Jekabsone informed about the science funding policy in Latvia, including steps to join the EU-OPENSCREEN, the European Infrastructure of Open Screening Platforms for Chemical Biology. Mr. G.Silovs presented support scheme for technology transfer that will start to work in January 2017 and will help institutions to commercialize their results. Mrs. R.Dureja stressed that LIOS is an Excellence centre in drug discovery, the only institution of this level in Latvia. LIOS helps Latvian enterprises with knowledge exchange and education. Latvian pharmaceutical industry is not able to use all of LIOS competence, so it is good that LIOS is ready for the EU and global level challenges.

Experts were interested to get information about opportunities to develop the structure for the clinical trial phase-1 in Latvia and about possible participation of LIOS in the preclinical/clinical studies of the most promising candidate drugs.  This question was discussed in the experts’ meeting with Dr. Dins Šmits, Chairman of the Riga Stradins University Convent of Councillors.

In the meeting with LIOS Scientific Council and scientists of LIOS Professor R. Pochet presented assessment of LIOS, SWOT analysis and recommendations for further development to ensure the sustainable exploitation of existing potential of LIOS in the field of drug discovery together with the leading European research institutions.

Objectives

WP leader Dr. Grigory Veinbergs

  • To evaluate  the implementation of the project, including a new SWOT analysis and updated Strategy relevant to the current situation;
  • To get an independent opinion about LIOS capacity  (including management and IPR management) for its’  further development;
  • To optimize LIOS integration in ERA by increased contribution to national/transnational  economic and social development.

The evaluation of LIOS’ overall research quality and capability will be carried out by high-level independent experts, nominated by European Commission.

Implementation of WP7 will start in September 2016.
